Indoor Soccer - Youth Rules & Regulations

 

 

 

RULES AND REGULATIONS FOR SOCCER AT THE PHANZONE SPORTS CENTER 

 

Rule 1 – Playing Fields  

 

  1. Field 1 (185’ x  85’) –  7 v 7
  2. Field 2 (145’ x  85’) –  6 v 6

 

 Rule 2 – The Ball  

 

  1. Size 3 ball:  U6
  2. Size 4 ball:  U8, U9, U10, U12
  3. Size 5 ball:  U13 and UP
  4. The Phanzone Sports Center WILL NOT provide game balls. 

 

 

 

Rule 3 – Duration of game/Time  

 

  1. All games consist of two 25-minute halves.
  2. The clock will run continually, even during any injury time.
  3. Half-time will be 2 minutes in duration.
  4. All scheduled games MUST start on time.  Teams not ready to start 5 minutes after the scheduled time will be considered a no show and will be reported to the PhanZone Sports Center staff.
  5. If the team is not ready to play by the scheduled kick-off time, the clock will start automatically 5 minutes after the scheduled time of kick off. 

 

 

 

 Rule 4 – Scoring  

 

  1. Goals are worth 1 point when the WHOLE of the ball crosses over the WHOLE of the goal line. 
  2. During regular session, all games ending in a tie will remain tied.
  3. Rec scores for U6, U8 and U10 will not be kept on a scoreboard or recorded.
  4. *** If a five-goal differential occurs during the game, the team with the least number of goals may bring on an extra player.  The team may keep this extra player on the field until the goal differential is reduced below five. 
  5. *** A team may score directly from the kick-off.
  6. ***The Scoreboard will never show more than 5 goals ahead for any game.
  7. ***The score in the U10 and U12 online will never show more than a 5 goal differential, however, all score sheets will be kept for references.
  8. Forfeiting teams will incur a 1-0 loss. 

 

 

 

 

 

 Rule 5 – Referees  

 

  1. The PhanZone Sports Center will make every effort to provide a quality referees for each match.
  2. The referee’s sole authority starts and stops on the pitch during the duration of the match being played and half-time is considered part of the match.
  3. Referees are responsible for all activity on the pitch and bench area ONLY.  All other areas in the arena are under the control of the PhanZone Sports Center Management staff.
  4. Referees should be aware of any special rules or circumstances related to each division they are working (if any.)
  5. The referees will administer all laws of the game according these rules. 
  6. IT IS MADATED THAT ALL REFEREES REPORT ALL SEND OFFS AND INJURIES TO A PHANZONE STAFF MEMBER. 

 

 

 

Rule 6 – Players’ Equipment/Uniforms  

 

  1. The referee is not responsible for procuring uniforms or equipment for the teams.
  2. SHINGUARDS ARE MANDATORY. ALL PLAYERS NOT WEARING LEGAL SHINGUARDS WILL NOT BE ABLE TO PARTICIPATE IN THE GAME. ANY ADULT PLAYER NOT WEARING SHINGUARDS WILL HOLD HARMLESS THE PHANZONE, ITS STAFF, AND REFEREES FOR ANY AND ALL INJURIES INCURRED WHILE NOT WEARING PROPER EQUIPMENT.
  3. Teams are required to have matching jerseys (shirts) during games.
  4. Each team is required to have both a light and dark jersey (shirt) in case of a color conflict.
  5. Pennies WILL NOT is provided by the PhanZone Sports Center.  It is the responsibility of the coaches to have some with them.
  6. NO jewelry is to be worn during games, including earrings, rope bracelets, necklaces, watches, or any other type of adornment.
  7. Goalkeepers are to wear a different color shirt than the team and referee. 

 

 

 

Rule 7 – Substitutions  

 

  1. Substitutions are on the fly.
  2. Players leaving the field must be two (2) yards from the door when a substitute enters the

 

field.  If either the player entering or leaving the field touches the ball, a direct free kick will occur at the point of contact for the opposing team.

 

  1. NO JUMPING OVER THE BOARDS.  A caution or, if deemed necessary, a sendoff may be given.
  2. THERE IS NO SITTING ON THE BOARDS.  This is a safety issue.
  3. The referee is not responsible for procuring players for the team. 

 

 

 

 

 

 

 

Rule 8 - Coach Conduct & Bench Conduct 

 

     1.  Only 2 coaches, managers or parents are allowed on the bench at one time

 

     2.  Coaches shall respect the decision of the referee.  

 

     3.  Any coach, manager or parent dismissed from the bench will not be allowed to sit on 

 

           The bench for the next scheduled game. 

 

     4.  Any coach, manager or parent that is dismissed from the bench a second time in any  

 

          Session will not be allowed to return the remainder of that session. 

 

5.     ONLY players, coaches or managers are allowed in the bench area.  All other spectators MUST sit on the bleachers outside of the field. 

 

 

 

Rule 9– Player Conduct  

 

  1. Players are expected to conduct themselves within the spirit of the game.  All players who are 12 years old or older must sign the facility No Tolerance Policy sheet.

  2. All free kicks awarded by the referee are indisputable.

  3. All free kicks are DIRECT.

  4. All players must retreat 5 yards or 15 feet automatically from the ball on all free kicks.

  5. On all free kicks, 5 seconds will be allowed to put the ball back into play.  Failure to do so will result in a loss of possession and a free kick awarded to the opposite team.  5 seconds begins when there is no encroachment. Space must be requested immediately, not after, the one first intends to quick kick. The ball must be stationary at the time of the kick.

  6. A direct free kick will be awarded against the team that hits the ball into the side netting or ceiling.  This free kick will take place directly below the spot where the ball made contact with the net or ceiling.

  7. When the ball hits the netting along the back wall, (if the ball hits the netting and plexus-glass, it is still in play) last played by the defending team, a corner kick will be awarded.

  8. When the ball hits the ceiling off the defense anywhere over the defending third  the will be brought back to the center of the closest dividing line.

  9. When the ball hits the netting along the back wall, (if the ball hits the netting and plexus-glass, it is still in play) last played by the attacking team, a throw by the goalkeeper will be awarded.  The keeper has 5 seconds to throw the ball in after collecting it.

  10. ** SLIDE TACKLES ARE NOT PERMITTED, except for the goalkeeper within the penalty area.  Whenever someone goes on 1 knee to progress the ball and the entire leg and buttocks hits the turf, this will be considered as a slide as well as regular slide tackles.

  11. *** Players will NOT SPIT on the pitch or playing field.  The player will receive a yellow card or, if deemed necessary, a red card.  IF A MEMBER OF MANAGEMENT SEES SOMEONE SPITTING ON THE FIELD, THEY HAVE THE AUTHORITY TO HAVE THAT PERSON REMOVED FROM THE FIELD AND IF NECESSARY, REMOVED FROM THE FACILITY.

  12. BICYCLE KICKS ARE PROHIBITED AND WILL RESULT IN A CAUTION BEING GIVEN BY THE REFEREE.

  13. A player may not pass the ball back to the goalkeeper, such thst the keeper uses his hands to receive it, either by foot or trickery.  Trickery is lifting the ball with your foot to your own head or chest and sending it back to your goalkeeper.

     Rule 10 – Three Lines Violation 

 

  1. A direct free kick will be awarded against the team (including goalkeeper) that plays the ball in the air over the center three lines without being touched by another player, the referee, the floor, or the side boards.
  2. A free kick will be placed in the center of the line closest to the original point of contact from the penalized player. No quick kick is permitted, a whistle must first be given once players are all ready.
  3. This “Three line violation” does not apply if the ball is kicked from directly on the first line.

 

Rule 11 – Encroachment  

 

Opponents must automatically stand 5 yards or 15 feet from the ball on all free kicks.

 

  1. The exception is a quick kick where there is no time to move the ball back
  2. Any player who steps towards the ball in any manner may be called for encroachment and may receive a blue card. 
  3. After a warning, continued failure to observe the required distance may result in a 2 minute penalty for delay of game.

 

 

 

 Rule 12 – Dasher Boards  

 

  1. Players will not play by using both hands on the boards to either push-off or protect the ball from the opposition.  A free kick will be awarded for the non-offending team.
  2. The referee will encourage players to give space when the team has the ball tight to the boards.
  3. Deliberate boarding is a serious offense.  It will NOT be permitted in the PhanZone Sports Center.  Any player who hits another player into the boards will be subject to a caution or sendoff depending on the nature of seriousness.
  4. Serious boarding, with no attempt to play the ball, is an automatic send off.
  5. The PhanZone Sports center will take a serious stand on intentional or physical violence on boarding and has the right to dismiss or suspend a player, if deemed necessary.

 

 

 

Rule 13 – Goalkeepers  

 

  1. If a goalkeeper commits a foul within the penalty area, the proper restart will be a direct free kick or a penalty kick, the later if the goalkeeper was the last defender
  2. The keeper has five (5) seconds to release the ball after taking possession with his/her hands and 5 seconds begin when there is no encroachment.  The goalkeeper can go into the arc to retrieve the ball.  Her/she can legally handle the ball in the arc at any time.
  3. *** After possession of the ball and releasing it, the keeper cannot pick the ball up again until the ball changes possession (the “back pass” rule is in effect.)  The ball will be placed at the spot at the top of the arc for a direct free kick.
  4. *** The keeper cannot dribble the ball back into the penalty area and then pick it up.  The ball will be placed at the spot at the top of the arc for a direct free kick.
  5.  
  6. *** The goalkeeper is NOT ALLOWED to punt or drop kick the ball back into play.  After a dead ball is collected off the back netting, he/she may must throw the ball into play.  In the U10 Division, the goalkeeper can bounce the ball twice and kick it.
  7. Once the ball is placed on the ground, it is a live ball and therefore is playable by the attacking team.
  8. The goalkeepers may not throw the ball over three lines nor kick the ball over 3 lines before it touches the wall, floor or another player.  The ball will be placed at the line nearest to where the infraction occurred.

 

 

 

Rule 14 – Penalty Kicks  

 

  1. Taking of Penalty kicks follow the same guidelines for fouls and procedures as set up in the USSF/FIFA Laws of the Game.
  2. The goalkeeper must touch the goal line with some part of their shoes until the ball is kicked.
  3. The player taking the kick will not be permitted to play the ball until the keeper is ready and the referee signals the kick to be taken.
  4. All other players MUST be behind the 1st line on the field and not at the top of the arc.
  5. Play is live if the ball is missed.  However, the player taking the penalty kick cannot re-touch the ball unless another player touches the ball first. 

 

 

 

 Rule 15 – Yellow Card:  Caution  

 

  1. A caution able offense will follow USSF Laws of the Game.
  2. A yellow card displayed by the referee indicates a caution.
  3. A cautioned player will sit out 2 minutes and the team will play down the entire time.
  4. Two yellow cards to the same player in the same match will make an automatic red card (sendoff) and that team will play down for 5 minutes.  The player must leave the PhanZone facility and follow Rule 16 on Red Cards.
  5. A yellow card does not need to precede a red.
  6. Management reserves the right to review all incidents and determine if a more severe punishment is necessary.

 

 

 

Rule 16 – Red Card:  Send Off  

 

  1. A red card displayed by the referee indicates that a player is being sent off and must leave the PhanZone Facility for the day.
  2. A player receiving a red card must sit out the remainder of that game and the next scheduled game for that team and the team plays down a player for a full 5 minutes.
  3. Red cards issued to any player on the pitch after the match is subject to review by the PhanZone Sports Center staff.
  4. Any type of physical assault (throwing a punch or fist fighting), abuse, spitting and pushing by a spectator or player directed to any management, employee, other player or referee may be grounds for permanent suspension from all Leagues and the building of the PhanZone Sports Center.  This may lead to a legal assault charge.
  5. Management reserves the right to review all incidents and determine if a more severe punishment is necessary.
  6. IT IS MANDATORY FOR REFEREES TO REPORT RED CARDS OR SEND OFFS TO THE MANAGER ON DUTY.  Make sure you get the number and/or name of the player who receives the sendoff.

 

 

 

 Playoffs  

 

  1. Each Regular Season  (1st 7 weeks) team will generate points based on the following:

 

    3 pts – win, 2 pts – tie, 1 pts – loss, 0 pts – forfeit (no show) 

 

  At the end of 7 weeks, points will be totaled and rankings allotted.   

 

8th week match play will be playoffs 

 

ALL PLAYERS WHO PAY TO PLAY ON 2 TEAMS WILL BE ALLOWED TO PLAY FOR BOTH TEAMS PROVIDED THE ROSTERS ARE TURNED INTO THE PHANZONE NO LATER THAN THEIR 3RD REGULAR SEASON GAME.  IF BOTH TEAMS MAKE THE FINALS, THE PLAYER MUST DECIDE WHICH TEAM HE WILL PLAY FOR AND MUST PLAY ON THAT TEAM FOR THE ENTIRE GAME. ONCE THAT TEAM IS OUT OF THE PLAYOFFS, THAT PLAYER CANNOT PLAY FOR THE OTHER TEAM.

 

·        ALL games will consist of one 25 minute game 

 

·        If games are tied after the regulation play, there will be a 3 player shootout per team with players on the field 

 

 ·        If still tied; there will be a “Sudden Death” shootout with both teams given the opportunity to shoot with the remaining players on the field.  Once all players on the field have taken a shot on goal, then players from the bench can shoot.  No one player can take a second shot on goal until all players have been exhausted.

 

·        all games will be single elimination.

 

There will be no playoffs for any session that is 7 weeks or shorter.

 

MISCELLANEOUS RULES

 

 NO OPEN CONTAINERS ARE ALLOWED ON THE FIELD OR BENCHES.  ALL DRINKS MUST BE IN CLOSED CONTAINERS ONLY.  NO COFFEE/HOT CHOCOLATE CUPS AND NO OPEN CANS ARE ALLOWED.

 

NO GUM, CANDY, CHIPS OR FOOD OF ANY TYPE ALLOWED ON FIELDS OR BENCHES.

 

ALL TEAMS ARE RESPONSIBLE FOR TAKING THEIR TEAM’S TRASH TO THE BARREL AFTER THEIR GAME.  IT IS LESS THAN 8 FEET AWAY AND WITHIN THE BENCH AREA.

 

ONLY MOLDED CLEATS OR FLATS ARE ALLOWED ON THE FIELD.  SCREW ON STUDS IS NOT ALLOWED AS IS ANY METAL STUDS ARE NOT ALLOWED.  WE JUST PUT IN NEW FIELDS AND WE WANT TO KEEP THEM IN PLAYABLE CONDITION FOR AS LONG AS THEY ARE IN.
